Operator Guidance

Practical guidance for recreational and commercial unmanned aircraft operators.

General responsibilities

Operators are responsible for planning operations, maintaining aircraft in a safe condition, understanding local restrictions and ensuring pilots are competent for the intended activity.

Safe operation principles

  • Assess weather, terrain, bystanders and nearby aviation activity before launch.
  • Maintain visual line of sight unless separately approved.
  • Avoid unsafe proximity to people, vehicles, structures and emergency scenes.
  • Respect privacy and data protection obligations under Endonian law.

Registration and approval overview

Most operators will be expected to maintain a valid operator record once online services go live. Complex activity may require an operational authorisation based on risk and mitigations.
